Gene Metcalf is a director in the Government Contracting Specialty Advisory practice. He has over 20 years of success and experience in business development and management within the public and private sectors. Gene has led or contributed to PTWs for large scale programs with increasing importance with Deloitte, Lockheed Martin, Northrop Grumman and Amentum, among other companies. He has a proven record of high accuracy on multiple programs spanning various disciplines from IT, missile defense, aerospace, facility support, CLS, and many other areas. He has developed expertise in multiple industries, including international, defense, civilian, state & local and commercial businesses.

Gene is an experienced Price to Win Director with extensive knowledge of federal, commercial, international and state and local government. He is a detail-oriented problem solver and team player, expert presenter, trainer, and CA & PTW practitioner. He is responsible for the development of cost estimation tools, methodologies, and databases to build and support multiple cost estimation teams.
