Bill is a managing director at Citrin Cooperman and is based out of the firm’s Owings Mills, MD office. With over 20 years of experience in risk advisory and internal audit, Bill is a collaborative leader who supports our clients through implementation and optimization of governance, risk, and compliance (GRC) frameworks and solutions including Sarbanes-Oxley Act (SOX) programs, outsourced and co-sourced internal audits, public company transformation, information technology (IT) governance, and data privacy.
Bill serves clients in the financial services industry, focusing on risk advisory, business technology, and compliance program readiness with institutions ranging from mid-size community and regional banks to large publicly traded institutions and government-sponsored entities. Bill also has deep experience working with organizations across diverse industries, including government contracting, private equity, hospitality, manufacturing, real estate investment, technology, and not-for-profit.
Previously, Bill was a principal in the Compliance and Risk Management Practice at Clearview Group, which joined Citrin Cooperman in 2024. During his tenure with Clearview Group, Bill primarily led large, multinational companies dealing with SOX risk assessments and initial public offering (IPO) initiatives.

Community Involvement
Bill is a volunteer with several organizations, including the Lost Dog and Cat Rescue Foundation (LDCRF), the Capital Area Food Bank, and the Alice Ferguson Foundation.
Outside the Office
Bill is an animal enthusiast and dog lover. In his free time, he enjoys gardening, team sports (basketball, softball, pickleball, frisbee golf), and world history. Bill also participates in endurance runs and finished his first 50-mile race in April 2023.
